While attachment supports recovery and community rebuilding, it may also encourage return to high-risk areas. Drawing on cases from Japan and beyond, the course explores how decisions are shaped by social and institutional factors, balancing safety, equity, and community continuity.Masahiro Shirotsuki is Associate Professor at Nagoya University of Foreign Studies. He holds a PhD in Policy Science from Ritsumeikan University and has held research positions at Ritsumeikan University, the University of Sheffield, and Kochi University. His research focuses on citizen participation, tourism and community development, environmental psychology, and the application of XR and gastronomy studies to end-of-life care.
