Disaster scenarios can raise awareness but may be perceived as fixed outcomes, reducing residents’ confidence and engagement. This can weaken preparedness and community continuity. This study proposes a “Dual Design” approach linking everyday life and emergencies, emphasizing place attachment and resilience to sustain communities facing multiple long-term risks.Satoshi Otsuki is Professor at Kochi University, Japan, specializing in community-based disaster management, disaster education for mitigation and prevention, and community-based development.
