Community Based Disaster Management in Kochi

In regions at risk of a Nankai Trough mega-earthquake, depopulation and aging already challenge community life. Disaster scenarios can raise awareness but may be perceived as fixed outcomes, reducing residents’ confidence and engagement. This can weaken preparedness and community continuity. This study proposes a “Dual Design” approach linking everyday life and emergencies, emphasizing place attachment and resilience to sustain communities facing multiple long-term risks.

Satoshi Otsuki is Professor at Kochi University, Japan, specializing in community-based disaster management, disaster education for mitigation and prevention, and community-based development. He has held academic positions since 2005 after earning a PhD from Ritsumeikan University. He has published on disaster education, risk reduction, and community development.
