In regions at risk of a Nankai Trough mega-earthquake, depopulation and aging already challenge community life. Disaster scenarios can raise awareness but may be perceived as fixed outcomes, reducing residents’ confidence and engagement. This can weaken preparedness and community continuity. This study proposes a “Dual Design” approach linking everyday life and emergencies, emphasizing place attachment and resilience to sustain communities facing multiple long-term risks.

Satoshi Otsuki is Professor at Kochi University, Japan, specializing in community-based disaster management, disaster education for mitigation and prevention, and community-based development. He has held academic positions since 2005 after earning a PhD from Ritsumeikan University. He has published on disaster education, risk reduction, and community development.

This course examines planning and policy dilemmas in post-disaster recovery, focusing on resettlement, relocation, and land-use change through place attachment. While attachment supports recovery and community rebuilding, it may also encourage return to high-risk areas. Drawing on cases from Japan and beyond, the course explores how decisions are shaped by social and institutional factors, balancing safety, equity, and community continuity.

Masahiro Shirotsuki is Associate Professor at Nagoya University of Foreign Studies. He holds a PhD in Policy Science from Ritsumeikan University and has held research positions at Ritsumeikan University, the University of Sheffield, and Kochi University. His research focuses on citizen participation, tourism and community development, environmental psychology, and the application of XR and gastronomy studies to end-of-life care.

Invisible Reconstruction is a global initiative driving policy change across all disaster phases, from preparedness to recovery, through education, participation, and engagement. Born after the 2009 L’Aquila earthquake, it challenges traditional recovery models, promotes resilience before disasters occur, and advocates for inclusive, transparent reconstruction that better supports vulnerable communities facing rising risks.

Lucia Patrizio Gunning is Honorary Senior Research Fellow at University College London. She specializes in cultural and diplomatic history, focusing on cultural heritage, disaster, and recovery. Her research covers museum formation, antiquities collection, and heritage protection at risk. She has authored and edited key publications and serves on the ICOM IcEthics board.
